Submit recovery details for admin review. B1 restoration is never automatic until ownership is verified.

Kinari must confirm ownership before moving B1 from an old wallet to a new wallet.
Old wallet is archived
After approval, the old wallet is archived for audit. It is not deleted.
Recovery Flow
- 1. Submit old wallet and new wallet details.
- 2. Admin verifies identity and wallet ownership.
- 3. Old wallet is archived.
- 4. Approved B1 balance is restored to new wallet.
- 5. Ledger records and notifications are created.
